MOREFORESTs (Management of Resources on Forestlands through Enhanced Sustainable Technologies)

MOREFORESTs supports the continuing devolution of Environment and Natural Resources functions to the local government units, multi-stakeholder participation in managing natural resources, achievement of tenurial security for the uplands and improvement of database and digitization of spatial information for the public lands. It advocates for a harmonized forest policy that is more attuned with the times and helps to realize the paradigm shift envisioned in the post-EDSA Philippine Constitution, the Local Government Code and the CBFM Strategy.

Pursuing an Enabling Policy Climate for REDD-Plus Implementation in the Philippines: Review and Analysis of Forest Policy Relating to REDD-Plus

Recognizing the necessity of such a legal framework, government and civil society groups in the Philippines developed the Philippine National REDD-Plus Strategy (PNRPS) that would provide an effective guide to REDD-Plus implementation in the country. Enabling policy is a key strategy in the PNRPS, and among its key activities is the review or re-examination of existing policies on forestry and other environmental laws that relate to REDD-Plus.

Forest carbon baseline study in Leyte: Climate-relevant Forest Policy and Piloting of REDD [Final draft report]

Executive Summary

From mid-2011 until the end of 2012, the Department of Environment and Natural Resources (DENR) carried out a forest carbon baseline study in Leyte Island, supported by the Provincial Government of Southern Leyte, the Energy Development Corporation (EDC) and the GIZ project “Climate-relevant Forest Policy and Piloting of REDD”. The forest resources assessment (FRA) covered the REDD+ pilot area in Southern Leyte, the forest areas in Southern Leyte outside of the

Guidebook on integrating communitybased adaptation into REDD+ projects: lesson from Indonesia and the Philippines

This guidebook demonstrates how community-based adaptation (CBA) can be integrated into mitigation activities, such as reduced emissions from deforestation and forest degradation (REDD+) projects, by incorporating such methods as vulnerability analysis, participatory research and cost–benefit analysis. The use of multiple methods makes it possible not only to link scales but also to integrate adaptation priorities into REDD+ projects.

Concept for a National REDD-Plus Registry and Analysis of Design Options for Its Implementation in the Philippines

This report examines the potential to establish a “National REDD+ Registry” for keeping track of various components of the Philippine REDD+ program. It is suggested that the initial step be the development of a “REDD+ Activity Registry” to capture information on pre-REDD+ forest activities (and potentially eligible REDD+ forest activities) now taking place on the ground. The work is conducted under the auspices of the “GIZ-BMU National REDD+ System Project”, a cooperative
