Basis of Conflict in ARMM in Relation to Land and Resources

The total population projection for indigenous peoples (IPs) in the Philippines for the year 2000 is estimated at 13 million or 17 percent of the total Filipino population. The majority of the IP population is located in Mindanao (61%). The remaining 33% are in Luzon and 6% are in the Visayan Islands. The IPs comprise more than 110 different major and minor ethnolinguistic groups and are found in 63 provinces of fifteen regions including the Autonomous Region of Muslim Mindanao (ARMM).

A Model of Water Resource Governance in the Philippines

This paper presents a model of water resource governance based on how environment and natural resources are allocated and distributed as public goods, and how their protection, development and utilization are a result of a confluence of decisions and actions by public, private and civil society institutions in the Philippines. The model was earlier developed from out of Philippine experiences with forest management. It is presented here to explore how it may be also applicable to water.

Primer on the Proposed Regional Sustainable Forest Management Act: RLA Bill No. 91

The Regional Sustainable Forest Management Act (RSFMA) for the ARMM is an expression of the quest of the inhabitants of the Region for self-determination as manifested in the grant of autonomy. It is an answer to the inadequacy of applicable laws on forests and forest lands. It aims to broaden and expand the co-management scheme of forests and their resources among the government agencies and units, local communities and civil society organizations.

Integrated Solid Waste Management Source Book for Local Government Units Volume 1: Funding Organizations

Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act, mandates the local government units (LGUs) to take the lead in implementing the law. For LGUs to effectively carry out this mandate, the Act provides for incentives to encourage them to develop or undertake socially acceptable, effective, and efficient solid waste management (SWM) programs, and to actively participate in any program for its promotion. Financial assistance programs are among the incentives stipulated under the Act.

The Potential Role of Agroforestry in Community-Based Forest Management (CBFM) Areas Supported by USAID's Ecogovernance Project

The Philippine Environmental Governance Project (EcoGov) provides analysis and technical assistance to the Government of the Philippines (GOP) and USAID/Philippines in support of the improved management of the country’s coastal and forest resources. Since it’s inception, EcoGov has worked closely with the DENR in order to find ways to most effectively manage small farmer participation in Community-Based Forest Management (CBFM), an approach to resource conservation practices in forest areas and buffer zones promulgated by Executive Order No. 263 (EO 263) in 1995.
