The Philippines ODS Phase-out Project lasted 17 years and consisted of two phases. Phase 1,
implemented from 1994-2003, was largely successful in meeting its objective to assist the
Government to phase-out the use of ODS within its territory by the Year 2000 through (a) the
introduction of appropriate technology measures; (b) the institutional strengthening of responsible
governmental entities; and (c) the implementation of specific cost-effective priority investments
