Pre-Feasibility Study on A National Program for Issuing “Qualified Land Titles or Similar Document Recognizing Land Tenure”

The Land Administration and Management Project Phase 2 (LAMP2) seeks to improve tenure security in both the urban and rural areas (non forest) through the issuance of land titles in untitled alienable and disposable lands. At present, the approach is limited to the issuance of Free Patent in agricultural areas in the absence of a cost effective procedure for titling residential properties. The titling process adopts a systematic approach which was developed during the learning and innovation stage in LAMP1. While the process has been streamlined,

Survey of Market Values of Titled Versus Untitled Land

Traditional land market did not consider title as a factor for land value, however, this behavior changes over time. There was a growing awareness among landowners on the importance of land title in relation to its market value. Since 1942 the value of untitled land has been decreasing while the value of titled land has been increasing correspondingly. The real estate brokers estimated the market value of titled land is higher by 25 percent to 30 percent over than the untitled land. In spite of its importance, local government do not
