Cordillera Highland Agricultural Resource Management Project

The Cordillera Highland Agricultural Resource Management (CHARM) Project was a successor to the Highland Agricultural Development Project, funded by the Asian Development Bank (ADB) and the International Fund for Agricultural Development (IFAD). The Project’s main activities were aimed at benefiting the communities as whole rather than selected individuals, which implied that the Project was to target only the communities that had poverty incidence of over 90%. The detailed social profiles undertaken by the Project showed that the poor households were spread out and not concentrated in distinct geographic areas, which made it difficult to target the planned number of poor households and reach the desired level of poverty reduction. Nevertheless, the Project  was effective. The Project targeted the barangays with high poverty incidence and had a significant impact in reducing poverty.
