Project Completion Report : Southern Mindanao Integrated Coastal Zone Management Project (SMICZMP)
Executive Summary
The Southern Mindanao Integrated Coastal Zone Management Project was a pioneering project in integrated upland and coastal ecosystem management. Through an integrated ecosystems management approach and in partnership with LGUs, NGOs, People’s Organizations (POs) and other stakeholders, the Project aims to improve the bio-physical and socio-economic conditions of the environment and Project stakeholders in two (2) major target areas namely: Mt. Matutum Protected Landscape-Sarangani Bay Protected Seascape (MMPL-SBPS) in the provinces of Sarangani, South Cotabato, and General Santos City, and the Mainit-Balasiao River Watershed-Malalag Bay Area (MBRW-MBA) in the province of Davao del Sur.
Specific Project objectives are to: (i) integrate the management of coastal and watershed ecosystems; (ii) put into place an integrated coastal zone management approach for each of the selected project sites; (iii) undertake activities that will sustain resource and environmental management while allowing development in the area; (iv) improve quality of life of beneficiaries and stakeholders; (v) establish guidelines and management framework which can be replicated in other areas of the country; (vi) institutionalize the use of integrated management approach taking into consideration the carrying capacity of the area; and (vii) develop capability of local government and stakeholders in the planning and sustainable management of natural resources and environment.
The Project was funded by the Overseas Economic Cooperation Fund (OECF), now Japan Bank for International Cooperation (JBIC) under Loan Agreement No. PH-P194, signed in September 1998. Total loan amount is ¥3,201 million (or about PhP914.57 million based on the original exchange rate of PhP1.00 at ¥3.50) and GOP counterpart is PhP 305 million, or an estimated total project cost of PhP1,219 million. Loan effectiveness is eight (8) years, i.e. January 7, 1999 to January 7, 2007.
The executing agencies for the Project are the DENR and the Municipality of Malalag. The National Government/DENR shoulders the total Project cost, except for the Malalag water supply, which is financed through a sub-loan of the Municipality of Malalag in the amount of PhP14.6 million from the Municipal Development Fund Office (MDFO).
