Supporting the Harmonization of Local Land Use and Development Plans Learning From Five Pilot Models

Harmonization here refers to the process of integrating and aligning various plans and activities to work together towards common goals. It involves ensuring that different plans, such as Comprehensive Land Use Plans (CLUPs), Comprehensive Development Plans (CDPs), Forest Land Use Plans (FLUPs), Ancestral Domain Sustainable Development and Protection Plans (ADSDPPs), and Protected Are Management Plans (PAMP) are complementary and can collectively contribute to responsible and sustainable land use. This process guide aims to serve as a reference for harmonizing subnational governance plans that either tackle or have implications to land use allocation and zoning – an endeavor often fraught with conflict and confusion. It intends to assist planners in Local Government Units (LGUs), Protected Area Management Offices (PAMOs), Indigenous Peoples (IPs) or Indigenous Cultural Communities (ICCs), and other functionaries of concerned technical agencies in structuring joint efforts. This guide is aligned with and does not wish to duplicate or overlap with already existing official planning guidelines. Instead, it focuses on introducing conflict, climate, and gender-sensitive approaches to land use planning and zoning that can supplement mandatory planning processes.
