Forest Stocks Monitoring System (FSMS)
Forest Stocks Monitoring System (FSMS)
The Forest Stocks Monitoring System (FSMS) is an integrated, real time, multi-tiered and configurable online system developed to improve forestry governance, institutional law enforcement capacity, stakeholder coordination and forest sector competitiveness through improved data management. The system provides a 100% "Back to Stump" traceability for wood production from inventory to processing, Verifications of Legal Origin through automated royalty calculations based on Certificates of Lumber Origin (CLO) and Certificates of Timber Origin (CTO) documentation, standard reporting at various control points for the Chain of Custody, and flexible data processing capabilities. An older system with similar name has been developed in the early 2000s. However, it presented gaps that needed to be addressed to ensure that the system serves as the central forest information management system and comply with the national and international forest governance standards. (For adoption pending completion of debugging process. Administrative Order for adoption and operationalization of the FSMS was drafted as of December 2020.)
