Through the Biodiversity and Watersheds Improved for Stronger Economy and Resiliency Program or B+WISER, the Lawin System was developed. The system aims to strengthen forest and biodiversity protection systems through the application of a science-based and technology-aided forest protection system that is relevant to forest and biodiversity, conservation, protection and management.
In pursuant to Republic Act (RA) No. 11038 known as the "Expanded National Integrated Protected Areas System Act of 2018 (ENIPAS)" and RA No. 9147 known as the "Wildlife Resources Conservation and Protection Act", the Lawin Forest and Biodiversity Protection System (Lawin) was adopted by DENR as a national strategy for forest and biodiversity protection in the Philippines. An administrative order signed by Secretary Roy A. Cimatu, institutionalized the Lawin System, which ensures regular and long term budget allocation for its nationwide implementation. Implementation in Negros Occidental In its projects sites in Negros Occidental, all of the three (3) CENROs (Bago City, Cadiz City and Kabankalan) have sustained the implementation of the Lawin System in forest patrolling. The Bantay Gubat patrollers of the 3 CENROs conduct weekly regular patrolling, wherein there are 3 teams in every CENRO with 4 patrollers per team.
