A Model of Water Resource Governance in the Philippines

This paper presents a model of water resource governance based on how environment and natural resources are allocated and distributed as public goods, and how their protection, development and utilization are a result of a confluence of decisions and actions by public, private and civil society institutions in the Philippines. The model was earlier developed from out of Philippine experiences with forest management. It is presented here to explore how it may be also applicable to water.
