Survey of Public Perception and Real Property-Related Taxes and Fees: Final Report

The Land Administration and Management Project (LAMP 2) undertook a broad property tax and fees policy study to review the existing national and local property tax system. It follows from the LAMP 1 Report (2002) and subsequent work on property valuation and land markets. It is envisaged that the Real Property-Related Taxes and Fees Perception Study will enrich the analysis of the tax policy options.

The study aimed to: • produce a documentation of public and professional perceptions on current and proposed levels of real property-related taxes and fees which will form part of the overall tax and fees policy study; • assess the level of public awareness and attitude regarding national and local property related taxes and fees, policies, and land registration processes at the local level; and • establish how the taxpayer weighs the benefits stemming from the program of public services against the cost o
