This Special Report chronicles the achievements and lessons generated by CRMP from 1996 to 2003, and measures these agaist the targets expected of use by our "clients", both donors and LGUs alike. It also examines the many tasks that still face the government and civil society at both the national and local levels, and what it will take to bring CRM in the Philippines to full maturity.
