Strengthening the Philippines’ Institutional Capacity to Adapt to Climate Change – Water Resources Sector: Final Report

This MDGF 1656 Project Outcome 1 aims to mainstream climate risk
reduction (CRR) into key national & selected local development plans and
processes by providing the following to critical sectors:

V&A - Vulnerability Assessment, Socio-Economic Projection and Impact
Assessment (The proposed V&A matrix breaks down vulnerability into physical stress
which climate change affects and institutional adaptive capacity.
Physical stress has three components: useable water supply, distribution of water,
and demand from end users. On the other hand, adaptive capacity of an institution
can be measured by determining an agency‘s or LGU‘s technical capacity,
governance, fiscal capacity, and knowledge base. Institutional capacity
assessment checklists are generated for use by LGUs and specific to NWRB.

M&E - Adaptation options and climate change sectoral monitoring and
evaluation system (The proposed M&E framework for the water resources sector
involves the formulation of goals, objectives and measurable indicators:
GOAL: A secure water supply that is sufficient and available to everyone
despite uncertainties brought by climate change
Objective 1. To effectively manage water resources taking into
consideration future changes in the supply volume caused by climate
change
Objective 2. To construct/provide climate-proof infrastructure and services
that can meet future demand
Objective 3. To develop climate change and water-conscious end users

the Development Planning for the most vulnerable sectors (The included CCA BP projects are selected based on NWRB‘s
criteria for effective CCA:
1. Effective, climate change responsive, and participative water governance
2. Reduced water sector vulnerability and resilient communities and natural
ecosystems
3. Improved knowledge on water sector adaptation to climate change
4. Sustainable and reliable water sector financing and investment for climate
change adaptation.)
